Office of Population Affairs
The Office of the Assistant Secretary of Health's (OASH) Office of Population Affairs (OPA) administers Title X, which remains the only federal program dedicated to family planning services and serves over 4 million low-income, uninsured patients who otherwise would not have access to care. In 2018 and 2019, under the Trump administration, OPA’s Title X grant guidelines deemphasized the importance of birth control in favor of abstinence and “natural family planning” such as the rhythm method.
